Logistic strategy changed to revamp international competitiveness
The Ministry of Construction and Transportation (MOCT) submitted a strategy to reshuffle competitiveness in an international society.
First of all, the MOCT proposed curtailing empty car ratios by reducing regulations hindering liberal competition in the trucking industry. So it modulated levels to register and classify both trucking companies and owner-operator rigs. Also, the MOCT is now taking under consideration a new bill to increase or decrease truck numbers depending on cargo contracts.
At present, trucking businesses show their own registration. General trucking businesses have been required to possess more than 5 trucks with truck types usually being classified as cargo trucks or special. This business has to be based on 100 million won and have its own office and depot. Owner-operators need to have a truck between 1 and 5 tons. This business must also possess its own depot. Delivery van businesses can be equipped with more than one truck. Trucks must be below 1 ton. This business must have its own office and garage.
In addition, the MOCT is thinking over introducing a standards mark for excellence in the transportation business, and supplying a so-called total logistic service agent to handle transportation, storage, packing, stevedoring, custom clearance, information services, and stacked goods.
