The Port Authority (PA) system is likely to be introduced in Pusan and not in Inchon.
An official at the Ministry of Maritime Affairs and Fisheries (MOMAF) revealed recently that though it had studied for a long time how to introduce the port authority system in both the Port of Inchon and the Port of Pusan, it decided to implement the system only in the Port of Pusan in the middle of next year, and wait to decide on the fate of the system for the Port of Inchon some time after.
He didn't mention the exact reason why the Port of Inchon is being excluded. However, it is being speculated that the financial instability of the Port of Inchon is the biggest obstacle. As a result, the Port of Inchon, which has pushed to improve its competitiveness through privatization, may not see the PA system for some time yet.
The City of Inchon, those in the port industry, and local pro-PA civic groups are expected to resist the delay.
In the mean time, the government will try to establish a port authority bill next January or February. However, it may take as much as six months before for the law to take effect.
The port authority system is a system where the port authority, a government company, handles all matters such as stevedoring and towing, as well as port development and management. The Ministry of Planning and Budgets advised that the system be introduced in Inchon and Pusan in June of last year.
