MOMAF pushes seriously for the PA introduction
The port authority bill will be prepared for this coming July in the Port of Pusan and Port of Inchon.
The Ministry of Maritime Affairs and Fisheries (MOMAF) unveiled that it will prepare for the Port Authority legislation and begin negotiations with concerned bodies and the government, depending on the results it discussed with local governments and relative departments.
To establish the port authority, it will form a committee with 7 members, chaired by a vice minister from MOMAF.
MOMAF said that since the port authority would be built with mostly government funds, it would be basically controlled by the government, except for executive committee measures and board members appointments. It also added that the law will be completed in the first half of this year, after amendments to and compensations for the laws, according to views from related government bodies and relevant authorities, are made.
According to the draft law MOMAF proposed, the port authority will be made on a regional basis and will have harbor ownership rights transferred to it from the government. The port authority will handle port terminal leasing and management, port facilities operation, stevedoring, towing as well as other day to day operations.
