Transit Cargoes Hoped to be stored in general bonded factories
Korean carriers turned in a request for the improvement of the transit
cargo system to the Customs and Tariff Bureau and proposed that the C
ustoms and Tariff Bureau alter its policies about the loading, unloadi
ng and storage of bonded cargoes for the purpose of drawing transit ca
rgoes. According to current policy on the loading, unloading and stor
age of bonded cargoes, transit cargoes which are unloaded temporarily
are restriced to storage in a place designated by the Deputy Commissi
oner. Korean carriers point out that this system might hinder transit
cargoes from drawing and hoped that this policy might be altered so th
at transit cargoes could be kept in a general bonded factory. The Kore
a Shipowner's Association also hopes that the permission system for tr
ansit cargoes unloaded temporarily might be changed into a report syst
em. It is set to petition the Deputy Commissioner for the temporary un
loading of cargoes on the grounds that it causes the ship schedule to
be impeded and delayed. The Korea Shipowner's Association asked for th
e re-report system for transit cargoes to be amended to an Electronic
Data Interchange (EDI) system.
